Moïse Assassination: US Prosecutors Unveil Samir Handal’s Alleged Logistical Role

PORT-AU-PRINCE — US prosecutors do not identify Samir Handal as one of the gunmen who breached the residence of Jovenel Moïse to carry out the assassination.

Instead, his alleged involvement occurred prior to the attack, primarily in a logistical capacity. According to the US indictment and evidence presented by prosecutors, Handal allegedly supported Christian Emmanuel Sanon and provided essential resources to prepare for the operation.

Prosecutors specifically claim that Handal provided a residence in Port-au-Prince where Sanon and Colombian mercenaries stayed. They further allege that material resources—including food, fuel, radios, ammunition, and at least one shotgun—were supplied. Additionally, court documents cite approximately $3,000 intended for provisioning the Colombian operatives shortly before the assassination.

Furthermore, prosecutors allege that Handal discussed potential military action against Jovenel Moïse with Sanon, reportedly hoping to secure a diplomatic post if the political objective succeeded. However, these points remain formal allegations within the framework of the prosecution; an indictment does not constitute a conviction.

The $4 million figure mentioned in judicial documents must be distinguished from this material support. According to prosecutors, Sanon owed Handal approximately $4 million stemming from failed business ventures. Consequently, court documents do not present this sum as an investment made by Handal into the assassination plot.

Ultimately, the role attributed to Handal is that of an alleged co-conspirator providing logistical and material support, rather than a direct executioner of the assassination.
